Administrative Assistant to the Project Leader

Administrative Assistant to the project leader will work in the Project “Enhancement of enforcement capacity of the Agency for Protection of Competition” which establishes an administrative partnership between the Federal Ministry for Economic Affairs and Energy (BMWi) and the Bundeskartellamt on the one hand and the Ministry of Economy of Montenegro and the Agency for Protection of Competition of Montenegro (APC) on the other hand.

The project leader (PL) will supervise the project implementation and coordinate all project activities. Administrative Asistant will be working for the PL and in close cooperation with the APC.  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, which is supporting the BMWi and the Bundeskartellamt in implementing the administrative partnership, will be the contracting institution for the Administrative Assistant.

Project Background:
The project’s overall objective is to strengthen APC’s enforcement capacities and to further alignment of Competition and State Aid Laws with the EU acquis. The project is embedded in the larger framework of the Stabilisation and Association Agreement (SAA) and Montenegro’s commitment to its implementation.

Activities envisaged by this project are focused on meeting the criteria for full membership in the EU and correlate with the priorities defined in the Montenegrin Negotiation Position for Chapter 8 – Competition Policy.

The project activities mainly consist of short term missions of German experts from German public administrations to Montenegro during which the experts may provide support and information exchange on the application of Competition law. In addition, study visits of Montenegrin experts to Germany will be organised.

This administrative partnership focuses on exchange of expertise between public institutions in the field of Competition and State aid laws.

Area of responsibilities:
Under the guidance of the PL and in cooperation with the responsible counterparts in the APC, the Administrative Assistant will support the PL in all organizational and technical issues. The Administrative Assistant will be expected to carry out the following duties:
  • General support to the PL in terms of office management, record keeping, correspondence, drafting of minutes of meetings, filing, bookkeeping and accounting, drafting and editing of written project materials
  • Assist the PL and the project’s Short-Term Experts (STE) in matters related to language problems while working in a foreign country;
  • Assist the PL in identifying, contracting and monitoring translation and interpretation services;
  • Interpret in meetings and other oral conversations from Montenegrin to English and vice versa;
  • Supporting the PL in organizational and technical matters, especially with organizing the work schedules, trainings, expert missions, study visits and preparing meetings, etc. in close coordination with APC;
  • Assist in project management, especially monitoring activities and results and drafting of reports
  • Drafting of other written materials in relation to the project in Montenegrin and English;
  • Developing and maintaining close working contacts and relationships with Montenegrin officials involved in each of the activities, the STEs and the BMWi;
  • Supporting the STEs in organizational and technical matters;
  • Assist the STEs to solve travel, accommodation and any related problems;
  • Assist in financial management of the project;
  • Stand in for the Language Assistant;
  • Perform other tasks as assigned.
Requirements for candidates:
  • University degree, preferably in the field of Public Administration/ Law/ Economics or at least three years professional experience in relevant field/sector;
  • Fluency in English and Montenegrin language; knowledge of German would be an asset;
  • Knowledge of competition law and state aid low would be an advantage; experience in working in public authorities as well;
  • Excellent knowledge of office applications (e.g. MS Outlook, MS Excel, MS Word and MS Power Point, etc.) and internet browsers;
  • Previous working experience in international projects or organizations would be an advantage;
  • Experience in office administration, especially in project implementation and management;
  • Ability to establish and maintain effective working relations and to work in a team;
  • Organizational and analytical skills and initiative;
  • Excellent interpersonal and communication skills;
  • Flexibility to travel within Montenegro and the EU.
Employment conditions:
Part-time position with 16 hours working week.
Duration of the project: 12 months
Location: Podgorica, Montenegro
