SUMMARY
The Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s fundamental security tasks. Within PASP’s Partnerships and Global Affairs Directorate (PGAD), the Partnership West (PW) Section is responsible for the implementation of political guidance related to NATO relations with the Western Balkans (Bosnia and Herzegovina, Serbia), the South Caucasus (Armenia, Azerbaijan, Georgia), and the West European Partners (Austria, Ireland, Malta, and Switzerland). The Section has the overall responsibility for developing NATO’s policy towards, and relationship with, the countries under its responsibility, and for ensuring that NATO implements these relationships coherently across its structures.
Under the direction of PASP, and reporting through the PW Section, the incumbent will act as the Head of the Political Engagement Support Cell (PESC) in Sarajevo. In this position, the incumbent will support the realization of NATO’s priorities in Bosnia and Herzegovina (BiH), related to political dialogue, reporting, and strategic communications. S/He will work on strengthening and expanding political interaction with interlocutors across BiH. S/He will provide political in-country reports and analyses on a regular basis, and will periodically brief relevant NATO committees. The incumbent will support and undertake strategic communication and public diplomacy activities. S/He will facilitate and support visits of NATO officials to BiH. S/He will be responsible for managing practical aspects of the functioning of the cell, including administrative and budgetary responsibilities.
The incumbent will be based in BiH, collocated within NATO Headquarters Sarajevo (NHQSa). S/He will be expected to occasionally travel to NATO HQ in Brussels (2-4 times per year on average, more travel may be required).
QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- possess a university degree, from an institute of recognised standing, preferably in the field of political science, international relations, security studies, or another relevant discipline;
- have at least 5 years’ related professional experience in security-policy work focusing on political analysis and policy development for an international organisation or national administration;
- have excellent knowledge of international affairs and security and defence policies and a mature understanding of the regional political and security context;
- have excellent communication skills, both orally and in writing, and be able to draft clearly and concisely in at least one of NATO’s official languages (English/French) documents required for the position (e.g. reports, analyses, backgrounders, speaking points, etc.)
- have proven public speaking and media engagement skills, and previous experience in strategic communications, public affairs and/or public diplomacy;
- demonstrate sound political judgement and strong analytical skills;
- have experience working in a diverse team using sound management and coordination practices;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- have a valid driving licence.
DESIRABLE
The following would be considered an advantage:
- a post-graduate degree from an institute of recognised standing, preferably in the field of political science, international relations, security studies, or another relevant discipline.
- knowledge of the local languages;
- previous experience working in a diplomatic or liaison capacity and engaging with government officials, representatives of international organisations, and other stakeholders;
- a good knowledge of NATO policies and activities, and NATO partnership cooperation programmes, and the tools and mechanisms associated with them;
MAIN ACCOUNTABILITIES
Expertise Development
Contribute to the provision of advice and assistance to NATO officials and NATO staff officers, including inputs for checklists, speaking points, and background materials. Set standards for and supervise the creation and submission of regular reports and analyses on political and security developments to HQ. Provide periodic briefings to the Political Committee concerning BiH and PESC activities. Contribute to the provision of input and advice to NHQSa regarding political and public engagements, as appropriate.
Knowledge Management
Monitor and analyse political developments in Bosnia and Herzegovina, and other related developments affecting security, stability, and the NATO-BiH cooperation and advise NATO HQ on their implications for Alliance policies. Facilitate regular and timely information sharing and transfer of knowledge between the PESC and HQ and relevant NATO stakeholders, as well as key external interlocutors. Ensure that knowledge is maintained, available, and shared as appropriate, including by providing regular reports and oral briefings to HQ and relevant NATO stakeholders.
Financial Management
Plan and manage the execution of the PESC budget in accordance with NATO’s financial procedures. Act as NATO’s contracting officer in Bosnia and Herzegovina responsible for local supervision and signature authority on local contracts for the PESC, in coordination with the PASP Budget Officer and the Office of Financial Control. Supervise banking transactions, contracting, and payment processes for operational and organisational expenditures. Supervise the bookkeeping process and the creation and submission of regular budget reports to NATO HQ. Produce annual and semi-annual budget projections. Coordinate with the Office of Financial Control to ensure accountability and compliance with NATO financial regulations.
Policy Development
Provide political advice on the implementation of NATO priorities with respect to the NATO-BiH relationship, political dialogue, and stratcom activities in BiH. Complement NHQSa, as appropriate, in providing advice and assistance to BiH’s authorities in implementing partnership cooperation programmes with NATO.
Project Management
Provide advice and assist in planning of NATO public diplomacy events and outreach activities in BiH. Oversee the set-up of the office, manage office space utilization, and supervise physical security requirements of the cell.
Stakeholder Management
Establish and maintain a network of contacts at the equivalent levels with BiH institutions and other relevant interlocutors across BiH, including international organisations, Allied embassies, the wider diplomatic community, and local civil society. Supervise PESC personnel in the establishment of their own networks at the appropriate levels. Ensure coordination and transparency with NHQSa, and stakeholders in HQ and across the NATO enterprise. Represent NATO in official events and meetings with BiH officials, representatives of international organisations in BIH, and other relevant local stakeholders. Participate in public diplomacy events and media engagements across BiH on behalf of NATO, under the direction and guidance of NATO HQ. Communicate NATO’s viewpoint, promote NATO-BiH cooperation to the appropriate stakeholders and seek to secure their buy-in to NATO’s activities
People Management
As the head of the PESC team, supervise the work of the Political Analyst, local administrative staff, and potentially a small team of Allied Voluntary National Contributions. Ensure that all staff under her/his responsibility are clear on the team’s objectives. Be available to offer training, leadership and guidance to their team members. Provide regular and fair feedback on performance. Identify possible development and mobility opportunities for individuals. INTERRELATIONSHIPS
The Head reports to the Head of Partnership West Section of the Political Affairs and Security Policy Division (PASP), and keeps the Coordination Board for the NATO offices in the Western Balkans regularly informed about PESC’s activities. The incumbent interacts with a wide range of domestic and international interlocutors, as well as media in BiH, at the appropriate level. S/He interacts regularly with the Commander and the staff of NHQSa, to ensure transparency, coordination and synergy of effort. S/He oversees the distribution of work within the PESC, enabling staff to carry out work on a relatively autonomous basis.
