Organizational Setting
Under the overall supervision of the FAO De facto Head of Office in Montenegro, the direct technical supervision of the Legal Officer, Development Law Service, and the operational supervision of the Project Budget Holder. In close collaboration with the Lead Technical Officer, and the project team in the FAO Regional Office for Europe and Central Asia and in the FAO Office in Montenegro, the National Consultant will provide targeted technical support for the project, including the main specific tasks and outputs.

Supervision received is focused on the quality of the work performed and provides for on-the-job learning.

National Legal Consultant usually interacts with MAFWM, National Authorities and relevant stakeholders.

Technical Focus

National Legal Consultant to Support to creating preconditions for implementation of the EU LEADER Approach in Montenegro.

The incumbent's work impacts on the timely and efficient delivery of EU LEADER Approach in Montenegro.

Tasks and responsibilities
  • Identify, analyse and assess the current legislative and policy framework in Montenegro related to rural development in particular on LEADER;
  • Prepare a national legal report following the guidance of the Legal Office including the analysis of the legislation and identifying gaps and opportunities for legal reform; Provide support to improve the readiness of MAFWM and other relevant national authorities on the harmonization of national policy and legal frameworks with the relevant EU legislation as well as for the preparation of the accreditation and implementation of Measure 5 on LEADER under IPARD III;
  • Technically contribute to the preparation of the Operational Manual on the LEADER approach in Montenegro;
  • Design Local Action Group (LAG) Formation Agreement template in coordination with national authorities responsible for the LEADER approach implementation;
  • Collect and submit the required documentation for the official registration of two LAGs based on the existing regulations and in cooperation with the leadership of the LAG initiatives;
  • Participate in meetings with relevant MAFWM staff and national authorities to feed into the preparation of the Operational Manual.

Minimum Requirements
  • University degree in law;
  • Extensive experience with the Montenegrin legal framework focusing on rural development;
  • Experience in harmonization of Montenegrin legislation with the EU acquis;
  • Experience working with government agencies;
  • Excellent oral and written skills in English language;
  • Montenegrin national;
  • Excellent interpersonal and communication skills.

Additional Selection Criteria
  • Ability to write clear and concise reports, manuals, and technical documents.
  • Experience working with national authorities and international organizations in the Western Balkans or similar contexts is highly desirable.
  • Strong communication, facilitation, and interpersonal skills for engaging diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Capacity to manage tasks in a systematic and efficient manner with judgment, analysis, independence, and initiative.
  • Capacity to communicate clearly both verbally and in writing.
  • Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers and other relevant stakeholders.
