Organizational Setting

The National Private Sector Consultant will work under the overall guidance of the Lead Technical Officer (LTO) and operational guidance from the Budget Holder. The position supports the implementation of project GCP/MNE/005/GCR – “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro.”

The Consultant will collaborate closely with with International Climate Finance Specialist, the National Designated Authority (NDA) - Ministry of Ecology, Sustainable development and Northern Region Development, and in close liaison with FAO Podgorica personnel and the National Programme Coordinator, as well as other national and international consultants engaged in the project.

Reporting Lines

The National Private Sector Consultant will report to the Lead Technical Officer (LTO, the Budget Holder, and the National Programme Coordinator. Supervision will ensure quality, consistency, and timely delivery of outputs, and provide opportunities for on-the-job learning.

Technical Focus

The National Private Sector Consultant should support creating preconditions for implementing Readiness and Preparatory Support and enhancing strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro.

The incumbent's work impacts on the timely and efficient delivery of Readiness and Preparatory Support.

Tasks and responsibilities
  • In coordination with the International Climate Finance Specialist, support the identification of potential opportunities for Private sector potential contribution to climate change efforts in the country including by organizing and facilitating a stakeholder consultation between the NDA, coordination mechanism (CSD) and Private Sector.
  • Under the methodological guidance and inputs of the International Climate Finance Specialist, conduct an analysis of the current state of private sector involvement in climate-related initiatives. This should include an assessment of financial, regulatory, and institutional barriers to investment in low-emission and climate-resilient development, as well as an examination of existing incentives, policy frameworks, and market dynamics that influence private sector behavior in this context, with a special focus on AFOLU sector.
  • In coordination with International Consultant, identify strategic entry points and priority value chains where private sector engagement can support climate mitigation and adaptation goals.
  • Prepare an overview of success stories from the region for enabling private sector involvement in climate investments
  • Prepare a list of potential private sector actors that will be consulted during the process of roadmap development
  • Building on the findings of the above analysis and inputs from stakeholder consultations, develop a phased and actionable roadmap that outlines targeted interventions, partnership models, and enabling measures to facilitate and scale private sector involvement in climate-resilient and low-emission development within the AFOLU sectors.
  • Organize and conduct consultations with private sector to facilitate engagement of private sector in climate action.
  • Support the development of a web tool for facilitating the private sector engagement in climate action
  • Carry out any other tasks relevant to this assignment as requested by the LTO.

Minimum Requirements:
 
Academic qualifications:
  • Master’s or Bachelor’s degree(s) in economics, finance, management, law, sustainable development, climate policy or related fields.
General requirements:
  • A minimum of 3 years work experience in climate change, preferably in an international environment.
  • Proven working experience in the area of climate change mitigation and adaptation, in particular with regards to private sector
  • Knowledge and experience in private sector financial models
  • Proven experience on identification and development of climate change projects
  • Knowledge of GCF procedures and UN SDGs will be considered as asset
  • Work experience in more than one location or area of work, particularly in field positions is also desirable
  • Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
  • Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint)
  • Excellent oral and written communication skills of English are required. Knowledge of another UN language is an advantage.

Additional Selection Criteria
  • Experience working with national authorities and international organizations in the Western Balkans or similar contexts is highly desirable.
  • Strong communication, facilitation, and interpersonal skills for engaging diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Capacity to manage tasks in a systematic and efficient manner with judgment, analysis, independence, and initiative.
  • Capacity to communicate clearly both verbally and in writing.
  • Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers and other relevant stakeholders.
