1. Background
Roma-Powered Growth is a 36-month regional action implemented across the Western Balkans by a consortium of Roma-led institutions led by the Roma Foundation for Europe (RFE), together with the Roma Education Fund (REF), the Roma Entrepreneurship Development Initiative (REDI) and the European Roma Institute for Arts and Culture (ERIAC), with the support of the European Commission. The action addresses structural barriers to Roma labour-market participation across the lifecycle through three work packages: WP1 Employment, WP2 Education, and WP3 Entrepreneurship.
REDI leads Work Package 3 – Entrepreneurship: Formalisation, Growth and Market Access. WP3 supports Roma micro-entrepreneurs and Roma cultural workers to formalise, grow, and access finance and markets. It is delivered through five interlinked activities: the redi.business digital support platform; Intrepreneurship Hubs and Business Clubs providing business diagnostics, mentoring and EntreComp-based training; access to finance and market integration; policy engagement to strengthen the environment for Roma entrepreneurship and business formalisation; and monitoring, evidence generation and preparation for scale-up.
REDI operates in two regional clusters — Region 1 (North Macedonia and Serbia) and Region 2 (Albania and Montenegro) — through a network of four Entrepreneurship Hubs, and aims to support approximately 3800 Roma entrepreneurs. Expected results include increased business formalisation, EntreComp certification, tailored technical assistance, improved finance-readiness and greater access to finance and markets, contributing to the
EU Growth Plan for the Western Balkans and related enlargement processes (Roma Ministerial, Berlin Process).
2. Purpose of the position
The Local Entrepreneurship Hub Coordinators are responsible for the operation and service quality of their Entrepreneurship Hub, coordinating staff, monitoring performance and engaging institutional stakeholders so that WP3 objectives and direct support to Roma entrepreneurs are met.
3. Objectives
- Ensure effective, high-quality operation of the Entrepreneurship Hub and its services.
- Anchor the hub within the local business-support ecosystem and public institutions.
4. Key responsibilities and tasks
- Oversee day-to-day hub operations, ensuring activities and support services are executed effectively and efficiently.
- Coordinate and support hub staff (Business Facilitators, Business Club Officers, Hub Finance Officer) and manage service quality and caseloads.
- Monitor the progress of business diagnostics, mentoring, EntreComp training and business development support.
- Engage institutional stakeholders, including municipalities, ministries, chambers of commerce and financial institutions.
- Coordinate with local stakeholders to foster entrepreneurship and economic development within Roma communities.
- Ensure accurate reporting of hub results in monitoring systems.
5. Expected deliverables
- A functioning Entrepreneurship Hub meeting service-quality and caseload standards.
- Hub work plans and periodic performance reports.
- Documented engagement with local institutions and stakeholders.
6. Required qualifications and experience
- University degree in business, economics, management or a related field.
- Minimum 3 years of relevant experience, ideally in business support, incubation/acceleration or local economic development.
- Team-coordination and stakeholder-management skills.
- Command of the relevant national language and working English; knowledge of Roma communities is an asset.
7. Reporting and working arrangements
The position reports to the Project Manager. The post-holder supervises / coordinates: Hub-based staff, including Business Facilitators, Business Club Officers and the Local Entrepreneurship Hub Finance Officer. The post-holder works within the REDI-led team and coordinates closely with the consortium's Central Programme Management Unit (RFE) and, where relevant, with REF and ERIAC. All work must comply with the action's rules on financial management, monitoring, data protection, and EU communication and visibility.
