Organizational Setting 
The National Local HR Imagery and Cartography Consultant will contribute to the implementation of the project GCP/MNE/005/GCR, titled “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”, implemented in close collaboration with the National Designated Authority (NDA) – Directorate for Climate Change and Sustainable Development in the  Ministry of Ecology, Sustainable Development, and Northern Region.

The consultant will operate under the overall guidance of the Lead Technical Officer (LTO), with technical direction from the Forestry Officer, and operational oversight from the Budget Holder. Close collaboration will be maintained with the International Consultant on Remote Sensing, the Local Forestry Field Consultant, and the National Programme Coordinator, as well as other national and international consultants.

Reporting Lines
The consultant will report to the Lead Technical Officer (LTO), the Forestry Officer, the Budget Holder, and the National Programme Coordinator. Supervision will focus on ensuring the quality, consistency, and timely delivery of outputs, while also providing opportunities for on-the-job learning and professional development.

Technical Focus.
The National Local HR Imagery and Cartography Consultant will be responsible for supporting activities related to national forest inventory in the framework of project GCP/MNE/005/GCR “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”. 

The consultant’s work will have a direct impact on the timely and efficient delivery of Readiness and Preparatory Support activities.

Tasks and responsibilities
  • Carries out the interpretation of HR satellite imagery using Collect Earth tool
  • Carries out all tasks strictly in accordance with the manual for Collect Earth survey or otherwise specified by RS/GIS specialist/expert
  • Guarantees under given circumstances achievable quality and completeness of data acquired
  • Provides expectable performance in terms of number of plots interpreted per day (at least 80 plots), and the whole period of his/her assignment
  • Performs other tasks assigned to him/her by LTO.

Minimum Requirements:
Academic qualifications:
  • Undergraduate student or Bachelor's degree in forestry, ecology, environmental science, or related field. 
General requirements: 
  • Technical expertise in forestry, geography or environmental sciences;
  • Knowledge of national forestry policies, regulations, and practices.
  • Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
  • Knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint)
  • Oral and written communication skills of English are asset. Knowledge of another UN language is an advantage.

Additional Selection Criteria
  • Experience working with national authorities and international organizations in the Western Balkans or similar contexts is highly desirable.
  • Strong communication, facilitation, and interpersonal skills for engaging diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Capacity to manage tasks in a systematic and efficient manner with judgment, analysis, independence, and initiative.
  • Capacity to communicate clearly both verbally and in writing.
  • Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers and other relevant stakeholders.
