Organizational Setting
The Local Forestry Field Consultant will contribute to the implementation of of the project GCP/MNE/005/GCR, titled “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”, implemented in close collaboration with the National Designated Authority (NDA)Directorate for Climate Change and Sustainable Development in the Ministry of Ecology, Sustainable Development, and Northern Region.

The consultant will operate under the overall guidance of the Lead Technical Officer (LTO), with technical direction from the Forestry Officer, and operational oversight from the Budget Holder. The consultant will maintain close collaboration with the International NFI and Monitoring Expert, the International Consultant on NFI, and the National Programme Coordinator, as well as other national and international consultants engaged in the project.

Reporting Lines
The consultant will report to the Lead Technical Officer (LTO), the Forestry Officer, the Budget Holder, and the National Programme Coordinator. Supervision will focus on ensuring the quality, consistency, and timely delivery of outputs, while also providing opportunities for on-the-job learning and professional development.

Technical Focus 
The Local Forestry Field Consultant will be responsible for supporting activities related to national forest inventory in the framework of project GCP/MNE/005/GCR “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”. 

The consultant’s work will have a direct impact on the timely and efficient delivery of Readiness and Preparatory Support activities.

Tasks and responsibilities
  • Under the guidance of International Consultant on NFI (IC), carry out pre-classification of NFI plots using Collect Earth jointly with Local HR imagery and cartography consultants.
  • Support the IC in supervising the Local HR imagery and cartography consultants during the pre-classification of NFI plots.
  • Participate in training and guide the field teams in field data collection, use of instruments and adherence to the field survey Manual.
  • Support the field data collection during the piloting stage of the NFI.
  • Visit the different NFI survey teams in the field to monitor and ensure a consistent data collection process. Document progress of the field survey to inform the Project Task Force (PTF) on a regular basis
  • Support the cleaning and verification, as well as the analysis of data collected during the field survey.
  • Contribute to drafting technical reports summarizing the methodology used in the survey, results from the pilot results, and key findings of the NFI piloting phase.
  • Support the organization of stakeholder consultations and preparation of related background materials.
  • Carry out any other tasks relevant to this assignment as requested by the LTO

Minimum Requirements
Academic qualifications:
  • Bachelor's or Master's degree in forestry, ecology, environmental science, or related field.
General requirements: 
  • A minimum of 3 years work experience in the forestry sector.
  • Proven working experience in the area of forest inventory of mapping.
  • Knowledge of national forestry policies, regulations, and practices.
  • Knowledge of GCF procedures and UN SDGs will be considered as asset
  • Work experience in more than one location or area of work, particularly in field positions is also desirable
  • Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
  • Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint)
  • Excellent oral and written communication skills of English are required. Knowledge of another UN language is an advantage.

Additional Selection Criteria

  • Capacity to communicate clearly both verbally and in writing.
  • Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers and other relevant stakeholders.
