Organizational Setting
The National Climate Change Consultant will work under the overall guidance of the Lead Technical Officer (LTO), as well as in close consultation with International climate finance expert and operational guidance from the Budget Holder. The National Climate Change Consultant will be responsible for conducting activities related to developing policy documents, capacity building and supporting the functioning of the country coordination mechanism in the framework of project GCP/MNE/005/GCR “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”.
The Consultant will collaborate closely with the National Designated Authority (NDA) – Ministry of Ecology, Sustainable Development and Northern Region Development, and in close liaison with FAO Podgorica personnel.
Reporting Lines
National Climate Change Consultant will report to the Lead Technical Officer (LTO), the Budget Holder, and the National Programme Coordinator. Supervision will focus on ensuring the quality, consistency, and timely delivery of outputs, while also providing opportunities for on-the-job learning and professional development.
Technical Focus
National Climate Change Consultant should support creating preconditions for implementing Readiness and Preparatory Support and enhancing strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro.
The incumbent's work impacts on the timely and efficient delivery of Readiness and Preparatory Support.
Tasks and responsibilities
- Conduct analysis of the current GCF coordination structures and procedures and support the development of a manual with guidelines on the GCF procedures and the country coordination mechanisms
- Support the international climate finance Specialist in analysis of best practices in prioritization of the project ideas in the AFOLU sector and support the development of a manual with guidelines including procedures and criteria on how to develop and propose project ideas from the AFOLU sectors.
- Support the development of a Capacity Strengthening Plan for the National Climate Change working group, identifying capacity needs through consultations and targeted needs assessment
- Support the design and delivery of targeted trainings/workshops for Climate Change working group members with special focus on Agriculture Forestry and Other Land Use (AFOLU) sectors
- Support in developing ToR for the national coordination mechanism, with specific tasks, mandates, responsibilities, procedures for decision-making and guidelines for internal and external information flow (data sharing, reporting protocols)
- Support the development of a multi-annual workplan/action plan for coordination mechanism, defining strategic objectives and key deliverables, propose mechanisms for monitoring and implementation
- Support the development of a concept of the Awareness raising campaign, and develop presentations and materials for each online session within the implementation of the Awareness raising Campaign
- Support the delivery of online awareness raising sessions
- Carry out any other tasks relevant to this assignment as requested by the LTO
KEY PERFORMANCE INDICATORS:
- Expected outputs:
- Developed manual with guidelines on the GCF procedures
- Developed guidelines with criteria for developing and prioritization of project ideas
- Development of capacity strengthening plan for the working group
- Conducted Series of trainings for the working group members with a special focus on AFOLU sectors implemented
- Developed guidelines on specific tasks and responsibilities for the country coordination mechanism, including information flow and decision-making with a focus on AFOLU sectors
- Support the development of a workplan /action plan of the working group
- Participate in awareness raising sessions
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Academic qualifications:
- Master’s or PhD’s degree(s) in environmental science, forestry, agriculture, science or related field.
General requirements:
- A minimum of 3 years work experience in climate change, preferably in an international environment.
- Proven working experience in the area of climate change-related work, including monitoring and adaptation strategies and climate finance mechanisms and instruments, as well as in development and implementation monitoring systems for agriculture, forestry, and land use changes.
- Familiarity with national climate and AFOLU policies and frameworks.
- Proven experience in implementation of climate change projects
- Knowledge of GCF procedures and UN SDGs will be considered as asset
- Work experience in more than one location or area of work, particularly in field positions is also desirable
- Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
- Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint)
- Excellent oral and written communication skills of English are required. Knowledge of another UN language is an advantage.

Additional Selection Criteria
- Ability to write clear and concise reports, manuals, and technical documents.
- Experience working with national authorities and international organizations in the Western Balkans or similar contexts is highly desirable.

- Capacity to communicate clearly both verbally and in writing.
