Organizational Setting
National Climate MRV Consultant shall work under the overall and technical supervision of the Lead Technical Officer (LTO) of the project and operational supervision of the Budget Holder, as well as in close consultation with International Climate Finance and MRV expert, the National Designated Authority (NDA) – Ministry of Ecology, Sustainable development and Northern Region Development, and in close liaison with FAO Podgorica personnel, the National Climate MRV Consultant will be responsible for conducting activities related to transparency/MRV system development in the framework of project GCP/MNE/005/GCR “Enhance strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro”.
Reporting Lines
National Climate MRV Consultant will report to the Lead Technical Officer (LTO), the Budget Holder, and the National Programme Coordinator. Supervision will ensure quality, consistency, and timely delivery of outputs, and provide opportunities for on-the-job learning.
Technical Focus
National Climate MRV Consultant should support creating preconditions for implementing Readiness and Preparatory Support and enhancing strategic frameworks for the AFOLU sectors and support the initiation of the second National Forest Inventory of Montenegro.
The incumbent's work impacts on the timely and efficient delivery of Readiness and Preparatory Support.
Tasks and responsibilities
- Review existing frameworks and reports (national climate communications, BURs, BTRs, NDC) to identify reporting gaps and methodological limitations and alignment with IPCC guidelines and Article 13 – ETF - requirements
- Assess current and planned projects, programmes and capacity building initiatives for transparency and reporting under UNFCCC / ETF
- Assess current national systems, methodologies, and tools used for GHG inventory in the AFOLU sectors
- Support the development of a methodology for systematic and consistent tracking of GHG emissions and removals in AFOLU sectors
- Organize consultation meetings with national stakeholders, experts, and data providers to present and refine the proposed methodology.
- Support the development of a sector-specific protocols for data collection, quality control/assurance, and verification processes
- Propose a set of measurable, sector-relevant indicators for monitoring both mitigation and adaptation interventions in AFOLU
- Propose institutional arrangements and data-sharing protocols to ensure consistent data collection and reporting
- Organize consultations and validation workshop with government agencies, research institutions, and private sector actors
- Provide recommendations for integrating the developed methodology into national MRV or ETF-compliant systems
- Provide technical guidance documents/manuals for future users within national institutions
- Carry out any other tasks relevant to this assignment as requested by the LTO.

Minimum Requirements:
Academic qualifications:
- University Degree, in environmental science, climate change, or related field - Master’s or PhD degree considered an advantage
General requirements:
- Extensive knowledge and experience in designing and implementing MRV systems for climate change mitigation and adaptation projects
- Proficiency in data management, analysis, and reporting
- Familiarity with national and international MRV standards and protocols
- Familiarity with the international reporting obligations under the UNFCCC
- A minimum of 3 years work experience in climate change, preferably in an international environment.
- Proven working experience in the area of climate change mitigation and adaptation
- Knowledge and experience in national reporting obligations under the UNFCCC
- Proven experience on identification and development of climate change projects
- Knowledge of GCF procedures and UN SDGs will be considered as asset
- Work experience in more than one location or area of work,
- Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
- Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint)
- Excellent oral and written communication skills of English are required. Knowledge of another UN language is an advantage.

Additional Selection Criteria

- Experience working with national authorities and international organizations in the Western Balkans or similar contexts is highly desirable.
