Organizational Setting
In light of the country’s expected accession in 2028, FAO is supporting the Ministry of Agriculture, Forestry and Water Management of Montenegro in aligning its policy framework to European Union standards with special attention to the Common Agricultural Policy (CAP) through the project TCP/MNE/4001 “Support to smallholder livestock farmers through FFSs and development of the national cattle breeding strategy”. As part of this initiative, the Organization aims to improve farmers’ understanding of future CAP-related requirements, support mechanisms, eligibility criteria, environmental standards, and administrative framework to allow them a faster and smoother adjustment to the new obligations. This should contribute to increasing farmers’ awareness and understanding of future CAP requirements, direct payment schemes, and available support measures, thereby improving their preparedness for EU accession. Preparedness and informational campaign is planned for 2026 for better information sharing and preparedness among smallholder farmers and other relevant actors, which should translate complex policy concepts into practical and understandable information.
Reporting Lines
Under the overall supervision of the Budget Holder and Lead Technical Officer, and in close cooperation with the FAO project team, National Programme Coordinator, the Ministry of Agriculture, Forestry and Water Management of Montenegro, the Regional Communication Team Leads and Office of Communications (OCC) branches, and the designated CAP expert, and other consultants engaged under the project, the Communications and Media Specialist will support the implementation of the CAP preparedness and informational campaign in Montenegro through development of communication content, media outreach, concrete activities on local stakeholder engagement, public visibility, and digital communication activities adapted to farmers and rural stakeholders.
Technical Focus
The Communications and Media Specialist will develop a phased communication plan with a campaign calendar, including key thematic messages aligned with different stages of CAP awareness, understanding, and preparedness, and based on identified knowledge gaps, information needs, and concerns related to CAP among key target groups, in close cooperation with the CAP expert (prior approval of FAO is needed); design and lead the planning and implementation of the communication and outreach approach for the CAP preparedness and informational campaign (prior approval of FAO is needed); with the support of the technical/CAP expert, identify and segment target farmer groups and tailor communication messages, communication channels, and outreach approaches accordingly; adapt technical and policy-related CAP content into clear, practical, and farmer-oriented informational materials suitable for non-technical audiences; support CAP expert in the development and dissemination of practical guidance materials, frequently asked questions (FAQs), and farmer-oriented information products aimed at improving understanding of future CAP requirements, support mechanisms, eligibility criteria, compliance obligations, and direct payment schemes
Tasks and responsibilities
- Prepare communication and visibility content as part of the preparedness and informational campaign, including:
- Social media posts;
- Key messages and communication packages;
- Press releases;
- Media articles and interviews;
- Website and online content;
- Speaking points and event visibility materials;
Social Media:
The objective of this specific aspect of the role is to create the digital space for engaging with the public, civil society, the international community and other relevant stakeholders on topics related to agrifood systems and shaping the discourse around the four betters, leaving no one behind
- Collate information and develop appropriate digital assets, in line with global FAO key messages, terminology, standards and guidelines, and day-to-day management of country social media channel(s), as per the FAO social media guidelines and in support of country strategies, liaising and coordinating with the relevant technical officers, Regional Communication Team Leads and OCC, as appropriate, and relevant supervisor for clearance.
- For videos intended for use on social media channels, liaise with the Regional Communication Team Leads and OCC to review scripts, formats and final clearances.
KEY PERFORMANCE INDICATORS:
Expected outputs:
Phase 1: Audience Analysis and Communication Planning
- Audience analysis and prioritization completed, including identification of key target groups, their level of understanding of CAP-related topics, key information gaps, misconceptions, concerns, and preferred communication channels;
- Communication plan and campaign calendar developed in close cooperation with technical/CAP expert and approved by FAO;
- CAP farmer preparedness and stakeholder engagement toolkit
- Audience profiles (including what farmers know and don’t, misconceptions and concerns)
- Message matrix (focusing on practical implications)
- Communication products package (videos, infographics, radio, social media)
- Media package
- Event package
- Guidance for farmer consultations, questionnaires/surveys, FAQs.
Phase 2: Content and Information Materials Production
- Communication and outreach content prepared and aligned with campaign objectives and approved CAP messages;
- Communication products package developed in coordination with the CAP expert, Graphic Designer, and Photographer/Film Maker, including:
- Social media content and captions;
- Key communication messages;
- Media articles and press releases;
- Website and online content;
- Speaking points and event visibility materials;
- Content inputs for audio visual and visual communication products;
- Media package developed, including materials for TV, radio, print, and online media engagement;
- Event package developed, including communication and visibility materials supporting outreach events, information sessions, and stakeholder engagement activities.
Phase 3: Campaign Roll-out and Stakeholder Engagement
- Communication and visibility activities implemented in accordance with the approved communication plan and campaign calendar;
- Coordination and support provided for media outreach activities, including TV, radio, print, online media, and social media dissemination;
- Communication support provided for outreach events, information sessions, consultations, and stakeholder engagement activities aimed at improving farmers’ understanding of future CAP requirements, support mechanisms, eligibility criteria, compliance obligations, and direct payment schemes closely working with CAP expert;
- Media visibility and communication outreach activities coordinated throughout campaign implementation;
- Stakeholder engagement activities supported through dissemination of campaign materials, promotion of events, facilitation of farmer participation, and collection of feedback, questions, and concerns from target groups.
Phase 4: Monitoring, Learning and Reporting
- Communication summaries and visibility updates prepared as per FAO request and submitted to FAO;
- Media monitoring and campaign performance tracking conducted, including outreach, engagement, audience reach, participation, and feedback indicators;
- Final communication report submitted, including key achievements, lessons learned, stakeholder feedback, recommendations, and assessment of campaign results and outreach effectiveness prepared in a format requested by FAO and submitted to FAO.
FAO Standards and guidelines:
- Liaison with OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, aligned messaging, and appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
General requirements:
- University degree in communications, journalism, public relations, media studies, marketing, social sciences, or related fields;
- At least 7 years of relevant professional experience in communications, media relations, public outreach, content development, or awareness campaigns;
Demonstrated experience in:
- Preparing communication strategies and plans
- drafting messages and narratives for communication products and visibility materials;
- media relations and public outreach;
- digital communication and social media management;
- preparation of communication content for public awareness campaigns;
- Experience with EU-related topics (e.g. CAP, rural development, EU policies) would be a strong asset;
- Excellent writing, editing, and storytelling skills;
- Ability to translate technical or policy-related topics into practical and understandable language suitable for non-technical audiences;
- Experience working with international organizations, donor-funded projects, public institutions, or awareness campaigns is considered an asset;
- Strong knowledge of the Montenegrin media landscape and communication channels relevant for outreach to farmers and rural communities;
- Excellent organizational, coordination, and communication skills.
